Texas Adult Protective Services is a nationally recognized program known for its innovation and client services.  Kez was both a child and adult protective services caseworker, front-line supervisor, subject matter expert in risk and self-neglect, program administrator, and regional director. Kez is the current President of the National Association of Adult Protective Services.

Current State of Financial Exploitation

Speaker: Detective Jeff Prater, Colleyville Police Department, Special Investigations Unit, Member of the Secret Service Financial Crimes Task Force

This session explores common methods of exploitation, such as online scams, abuse within relationships, and manipulation by trusted individuals using case studies to recognize red flags and challenges in preventing financial exploitation. Lastly, it would emphasize the need for greater awareness, education, and stronger cooperative networks to reduce the risks of financial exploitation.

Working Best Practices in Financial Institutions

This panel session will focus on financial exploitation best practices from the perspective of financial institutions. Experts will discuss the key requirements for identifying, preventing, and reporting financial exploitation, emphasizing collaboration between financial institutions and law enforcement. Participants will learn about protocols, red flags, and tools these organizations use to protect vulnerable individuals and ensure compliance with legal and regulatory standards.

This session will explore the realities of prosecuting financial exploitation across Texas, covering practical tips for overcoming common obstacles in financial exploitation prosecutions and guidance on how to strengthen cases for effective justice, tips for collaborating with local agencies, and ways to build community partnerships to ensure timely intervention and justice for those who have experienced financial exploitation.

Federal, State and Local Resources

Panelists: Kelle Slaughter, Federal Trade Commission; Eric Werner, Securities Exchange Commission; James “Will” Robinson, Office of Inspector General – Veterans Affairs

This interactive session provides an overview of key federal, state, and local resources available to combat financial exploitation and fraud. Participants will understand the roles of organizations such as the FTC, SEC, VA OIG and other agencies in preventing and addressing fraud. Attendees will learn how to leverage these resources for investigation, prevention, and support of those who experienced financial exploitation, ensuring a coordinated approach to tackling financial crimes at every level of government.

All In to Safeguard Texas’ Growing Aging Population

Presenter: Jason Burnett, PhD, Associate Professor, Director of The Texas Elder Abuse & Mistreatment (TEAM) Collaboratory, Director of the TEAM-Forensic Assessment Center Network (TEAM-FACN), McGovern Medical School, part of UTHealth | The University of Texas Health Science Center at Houston

The real cost of financial exploitation of older adults goes beyond the loss of dollars and assets. Learn the dire effects of financial exploitation on an individual’s quality of life to understand the urgent and critical need to collaborate. Hear how other states are working together to systemically safeguard older adults and reduce harm during investigation as well as navigation of support services. Participants will interactively explore working together to create a statewide Financial Abuse Specialist Team (FAST) to support older adults across all areas of Texas.
